A Building Surveyor is a qualified professional who assesses building plans, carries out inspections, and issues Building Permits. Their role is to ensure that construction projects comply with all relevant regulations—covering safety, accessibility, energy efficiency, and legal standards.
A Building Permit—also referred to as a Construction Permit—is an official document issued by a Registered Building Surveyor. It confirms that the proposed building plans and documentation comply with the Building Code of Australia, the Building Act 1993, and the Building Regulations 2018.
This permit grants approval for construction to begin and is required for most new buildings, as well as major renovations, extensions, alterations, and demolitions—including both residential and commercial projects.
Building Permits are essential to ensure that construction is carried out legally, safely, and to the required standards.
They are required to:
- Ensure compliance with the Building Code of Australia, the Building Act 1993, and the Building Regulations 2018
- Independently verify that all plans and documentation meet regulatory requirements
- Confirm that building practitioners are registered and appropriately insured
- Ensure that key stages of construction are inspected and comply with relevant legislation
Building Permits help maintain consistent construction standards, protect public safety, and support the long-term integrity of buildings.
Please note: Undertaking building work without a valid Building Permit may result in significant fines under the Building Act 1993, if convicted.
A Building Permit is required for most types of construction work, including (but not limited to):
- New buildings and structures
- Structural alterations or repairs
- Extensions and additions to existing buildings
- Changes to the use, size, or height of a structure
- Certain retaining walls and fencing
You can apply for a Building Permit once your plans and structural documentation have been finalised.
Building Permits are issued by Registered Building Surveyors, such as Statewide Building Consultants, who hold current and appropriate accreditation under Victorian building legislation.
Mandatory Building Inspections are required at key stages of construction for new builds, renovations, and extensions. These inspections ensure the work complies with the approved plans and relevant building regulations. Once a Building Permit is issued, inspections may be required at major construction milestones, including (but not limited to):
- Pre-slab inspection
- Foundations and/or stump holes
- Steel reinforcement in slabs or footings
- Framework (timber and/or steel)
- Swimming pool and spa safety barriers
- Final inspection upon completion of all works
The exact number and type of inspections depend on the size, complexity, and construction methods of your project.
In Victoria, the duration of a Building Permit varies depending on the type of construction. However, all building works must commence within 12 months of the permit being issued.
Below is a general guide for Building Permit timeframes:
| Type of Works | Start Within | Complete Within |
|---|---|---|
| Residential/Domestic (e.g. houses, sheds, garages, carports) | 12 months from permit issue date | 24 months from permit issue date |
| Swimming Pools & Safety Barriers | 12 months from permit issue date | 6 months from project commencement |
| Commercial/Industrial Works | 12 months from permit issue date | 36 months from permit issue date |
The completion period is calculated from the date the Building Permit is issued.
Note: The Relevant Building Surveyor may grant an extension if you apply before the permit expires. Extensions are subject to approval and must meet certain conditions.
